This depends on the version on octave you're using.

I've recently noticed that cygwin builds which are statically
linked to octave-forge have a clc() function which doesn't
work.

Normal cygwin octave builds do not have this problem.

I'll try to debug it sometime soon (it's not a high
priority for me), but if anyone has any ideas about it,
I'd be interested to know.
