I did a quick search on google (key words: octave simulink

and found a package called gnans

ftp://ftp.uu.net/pub/math/gnans

It's not graphically oriented, but does allow for simulations based on lists
of equations (rather than writing the program directly).  This might be
worth you're looking at.
