I obtain finally the good result with

octave-2.1.33:2> a=[1,2;3,4]

octave-2.1.33:5>a((1:2)<2,:)
ans =

based on the fact that:

octave-2.1.33.5> (1:2)<2
ans =
1 0
===
It seems to be related to a kind of a missing "logical" flag ?
