"To do" list means things that the developers haven't had time
to do.  To paraphrase Linus Torvalds, Octave is "our" software, meaning
that those who use it are those who maintain it.

That said, you  may want to look at the message archives (web addresses below)
on discussion of N-dimensional arrays.  Some workarounds and potential
problems were discussed there.
