It is not a technical problem.  I have a primary nameserver set up and
running on bevo.che.wisc.edu that points www.octave.org at bevo, and
also I am running a copy of Apache there that answers to octave.org.
If you list bevo.che.wisc.edu as your first nameserver and then try to
access http://www.octave.org, you should see the Octave web pages.

The problem is that the person who volunteered to register the domain
is now slow to respond about changes to the domain.
