execute command if a dir does not exist

Subject: execute command if a dir does not exist

Background : The tool I am using stores its internal information in a directory.
The very first time, we are supposed to create this directory using tool's
command. But this is only the first time alone.

Question : How can I write a rule such that a specific command is executed if a directory does not exist under directory from which make is getting executed.
