Configure failure on Solaris box

I am trying to configure GNU Make on a Sun Solaris box.

The make program is in /usr/ucb


The configure script finds it but sets ac_prog_rejected = yes which causes
the abort with 
the message configure: error: no acceptable cc found in $PATH

The ksh -x trace is shown below.

Why is the /usr/ucb/make unacceptable?

How do I get around this?
