[Help-jel] New version 0.9.10 of JEL

The new version 0.9.10 of JEL was released today.

The size of the library was decreased by >30% (it is now <34k),
compilation performance was improved due to reduced heap allocations, the
expressions are now represented by tree internally, new hand-written
parser (instead of JavaCC generated one).

For more details see RELEASE NOTES. Because of massive changes this
release may be unstable (even though it does complete all the tests of the
old test suite successfully), in the case of problems please revert to JEL
0.9.9 (can be downloaded below), which is API compatible. Don't forget to
report problems to mailing lists.
