They're different commands. @html @end html should always be
surrounded by @ifhtml. The former just makes it possible to use raw
html, the latter makes sure the raw html doesn't get into info and tex
output.

makeinfo --html. Actually, we use texinfo-4.0a plus the patch at
ftp.lilypond.org/pub/mirror/appel.lilypond.org/pub/GNU/LilyPond/v1.3/texinfo-4.0a.jcn.diff
