Why do you need to load this file manually? Isn't `sgml-mode` available
by default, i.e. even when starting Emacs simply via:
emacs -Q
?

The `make-local-hook` function was removed in Emacs 24.1, which was
released in June 2012.
Do you have something in your Emacs config (e.g. your .emacs) that calls
`make-local-hook`?
