No, it can also be some minor-mode… Visual-line-mode can have that effect, GNU
Emacs can (could) also fail when between the normal characters some wide ones
are found.
It's also good to find a recipe how to repeat that effect in another buffer or
GNU Emacs instance, best one that was launched with -Q.
