Just answering my own question
A little googling tells me to use

(cmd (format "exec(compile(open('%s').read(), '%s', 'exec')) #
PYTHON-MODE\n" filename filename)))

instead of
(cmd (format "exec(open(r'%s').read()) # PYTHON-MODE\n" filename)))

sheesh!
