You choose between C-x 2 and C-x 3
If you want to swap the meaning, you can do:
(global-set-key (kbd "C-x 2") 'split-window-horizontally)
(global-set-key (kbd "C-x 3") 'split-window-vertically)
instead, but it's easier to shift your finger over to the 3
I'd say.
