TRAMP 2.1.13 on XEmacs 21.4 patch 21 wont compile

I have a problem with configuring and compiling Tramp 2.1.13:

XEmacs 21.4 (patch 21) "Educational Tevelvision" [Lucid] (i686-pc-cygwin, Mule)

$ ./configure --with-xemacs --prefix=/home/testimap1/elisp/xemacs-packages/
     lisp/tramp-2.1.13 --with-contrib

What do I need to do to fix this?

Perhaps there is a later version of Tramp that I can try that works
with XEmacs and supports:

  ssh from cygwin-PC machine A through Unix machine B to Linux machine C

If so, where can I retrieve this version?

What is the XEmacs setup for tramp-multi-connect-X and/or
 tramp-default-proxies-alist and the XEmacs syntax:

  ^X^F /[multi:ssh:testimap1@machine-B.undp.org:ssh:testimap1@machine-C.undp.o
    rg]/home/testimap1/file1.txt

(long lines are wrapped)

to achieve this?
