Exactly at the same place as on any other platform. From the point of
view of emacs, of course. Just C-x C-f ~/.emacs RET
Now, the actual place where emacs goes when you specify ~/ may be
known with: C-x C-f ~/ RET
Try: M-: (info "(emacs)Windows HOME") RET
