This is, IMO, a very strange mark and nowhere documented ...
I have ‘(prefer-coding-system 'utf-8)’ in my .emacs -file. Bevor
switching to UTF-8, I had iso-8859-15 coding and no problems with the
Euro-sign ‒ but no german quotation-marks.
Right! It has only French quotation marks. The German ones are at U
+20xx.
