What happened between ``now'' and ``then''?  Did you install a
different version of Emacs or started using a different OS?  Or are
you still using the same version where it ``used to work''?

C-x C-x works for me, including on Windows.  What happens if you
invoke Emacs as "emacs -q"?  If that solves the problem, it's
something with your customizations.
