Not on my machine :-)
Hadn't really thought about before, tho', so did some
checking
Examples: vim interprets C-[, which is a good
thing - 'cuz it's easier to reach than ESC.
Midnight Commander: If ESC-ESC, such as aborting
a popup feature is expected C-[ - C-[ does not abort the
feature. If ESC-TAB is expected, then C-[ - ESC does
the same.
Firefox recognizes C-[, C-]
Konsole and gnome-terminal appear to see C-[
as ESC

Running in its own window. Using X, window manager is KDE
