Because you are binding the Control-modified slash function key, which
probably does not exist. Instead of the C-/ symbol, you need to specify
the C-/ character:
[?\C-/]
Try
(global-set-key [(control /)] 'hippie-expand)
Or as Kai would point out: (kbd "C-/")
