It's the right group. Go to the root directory and execute the
following command (not tested):
$ find $PWD \( -name "*.c" -o -name "*.h" \) | xargs etags -o <out-file>
Usage of $PWD produces absolute path names. <out-file> should contains
the TAG file name. If the -o option is omitted then etags creats a
file with the name TAGS in $PWD. Note, in that case you need
write permissions for the directory $PWD.
