I think `expand-file-name' is needed there:

(add-to-list 'load-path (expand-file-name "~/emacslisp/ilisp"))
(load-file (expand-file-name "~/emacslisp/ilisp/ilisp-all.elc"))

I use `add-to-list' because is idempotent.
