It appears that your inetd daemon is not allowing connections to the
1529 port; it doesn't appear to be a GNATS problem at all.  Turn up
logging for your specific inetd daemon (whether it's the netkit inetd
daemon, xinetd, or launchd for Mac OS X).

The global host access file is generally found in
${prefix}/etc/gnats/gnatsd.host_access.  Make sure you have one entry
to allow localhost with either a "none" or "listdb" access level.  If
it's set to "deny", gnatsd will drop the connection.
