Error Message from test.pl

I have installed gnats 3.113

I have also installed gnatsweb 2.9.0

 

I HAVE A /etc/gnats-db.conf -- it reads as such:

/usr/local/share/gnats/gnats-db:dbase

 

ls /usr/local/share/gnats/gnats-db reads:

doc  g++  gcc  gnats-adm  gnats-queue  pending  test

 

perl test.pl

I've tried going through various INSTALL docs, and looking through the gnats-devel archive.  I have yet to figure out my problem.  Any help or pointing in the right direction would be GREATLY appreciated.
