[Help-glpk] Re[2]: re-entrant test version of GLPK

I have a now 3rd version of the patch.
It now includes the thread local storage for the hidden pointer
for win32 with -DWINTHREADS in addition to
the same to posix threaded OS with -DPOSIXTHREADS
(neither flags enabled automatically.)

It still has done nothing to the file operations, (LP and MPS)
so they still remain thread unsafe.
