flex "make install" fails

Dear GNU,

I have a problem with installing flex-2.5.4.  The program "make install" 
fails.  The program tests fine.  I am on a Mac with system 10.2.8 under 
tcsh.  The INSTALL readme mentions if install fails you can use 'cp' to 
install.  How do I install it and if I have to use 'cp', what do I copy to 
where?  Thank you.
