[h-e-w] CAPS LOCK does not work in cygwin shell - can't type uppercase - forced to use SHIFT

I can't type uppercase letters even though my CAPS LOCK key is on. This happens within a cygwin bash shell (M-x shell). I can however type capital letters by using the SHIFT key.
Here's my environment
1. OS = Windows XP SP2
2. Emacs = Emacs-23-CvsP080909-EmacsW32-1.58.exe (This is GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600) of 2008-09-08 on LENNART-69DE564 (patched) Copyright (C) 2008 Free Software Foundation, Inc.
3. Cygwin = 1.5.25-15 (using installer version 2.573.2.3)
Here's my TERM info EMACS=t TERM = emacs TERMCAP = emacs:co#80:tc=unknown
Anyways I can restore CAPS LOCK?
