I am using the self compiled pretest GNU Emacs 21.2.93.1
(i386-mingw-nt5.0.2195) and have no problem to load color-theme.el.
The version of color-theme.el is:

;; Version: 6.4.2

Have you looked too at the backtrace with toggle-debug-on-error?
