10468 should have been re-opened, not marked done...

hey, I didn't know anything about how use this make management system
and didn't know it existed until about an hour ago when I got
notice that commands bounced to a response I sent to someone who had
closed my bug -- that, IMO, hasn't justified why it should be closed,
given the symptoms...

Anyway, sorry for all the mishmash, but I find this type of bug
pingpong annoying, and having bugs closed out without even explaining
the bug, or its behavior, is more than a bit annoying.

Just 'presuming' that it's not a bug and closing it out, doesn't work for me.
(which is what the other person, basically did... presumed it was a bug
in cygwin... not in upstream).

THAT MAY BE THE CASE, but, he should show that to be the case before
closing my bug out, as the specifics of the bug would indicate it
DOESN'T have to do with cygwin...
