I mentined check by name just for example. Of course it might be strong value 
to prevent of duplicating. 
PUID is depatable value - is it really unique when you will start n*10 
databases? How I must check PUID as you mentioned? It are interesting question, 
let's leave it for later. 
Right now is interesting to narrow of access of regional Admin. 
My task is the same as Iwan's.
As right suggested Axel- "In general, sounds to me that you want to set an 
authorisation on an attribute of the patient master record".

Why should it do that? Different people could have the same name, that's
why there is the PUID in GNU Health which must be unique.

No but you have to search for existing record base on the PUID.

Nothing but it implies some issues that needs to be solved before
knowing which solution to apply.
