Try this instead:

  (arguments
   '(#:make-flags (list (string-append "SH=" (which "sh")))
     ...))

If that doesn't work, then try this:

  (arguments
   '(#:make-flags (list (string-append "SH="
                                       (assoc-ref %build-inputs "bash")
                                       "/bin/sh"))
     ...))

I don't have time at the moment to research whether the first one would
work (it depends on when the code is evaluated), but I didn't want to
keep you waiting.
