gnu: coreutils: Use upstream's fix for 'tail'.
* gnu/packages/patches/coreutils-racy-tail-test.patch: Remove.
* gnu-system.am (dist_patch_DATA): Adjust accordingly.
* gnu/packages/base.scm (coreutils)[source]: Replace this patch with
upstream's fix for 'tail'.
