It 'works' without LOAD and INIT.
Perhaps the module (www cgi) is not being loaded.
What happens when you insert the form:
(simple-format (open-output-file "/tmp/alive") "ALIVE! ~S\n" cgi:init)
between LOAD and INIT? (What are the contents of file /tmp/alive after?)
