There is no supported keyword to do this, but if you are determined
enough, you can dig into the internals of the module system and do it
yourself.

What about:
module.scm
(define-module (module)
:use-module (library))
...
(foo)
...
This way, 'module' says explicitely that it is using bindings from
'library'.
