Right.  It just happens that the only such registry that exists,
AFAIK, is the one for slashpackage.  The Guile maintainers could
register a package name (e.g., "prog/guile") and the command names,
even if they weren't planning to publish slashpackage-style tarballs.

But since the registry is global, collisions are noticed and resolved
before the names are used, which is good.
