Yes, they do the job.  But since we want to support UNCs, we need to
define DOUBLE_SLASH_IS_DISTINCT_ROOT to a non-zero value, because
Gnulib doesn't.

There are no tests of these functions currently.  Do you mean you want
a Window-only test?
