   This weekend I'm going to branch Guile for the forthcoming 1.6.0
   release.  The the main branch will be immediately changed to reflect
   its new 1.7.x version status, and the stable branch will remain on
   the 1.5.x track until the final release of 1.6.0.

i've copied devel/TODO items into top-level TODO.  not all of these are
relevant anymore, i would think; someone please review and touch up.

additionally, i've amended HACKING to state a proposed policy of
keeping authorship info out of the source and in AUTHORS and THANKS, as
appropriate.  this requires followup in the source tree and a few
developers to update their section in AUTHORS....

none of these tasks should hold up a release, however.
