I'd say that we shouldn't provide scm_c_eval_mem but rather tell
people to use scm_eval_string together with scm_mem2string.
scm_c_eval_string is only for cenvenience and because it is the most
frequently done thing from C.
So, since I don't see a clear winner here, I'll just go with my own
preference... :->
