I'm not a lawyer but following is my analysis
AFAICT only example kernel is under GPL (v2 to be precise) the rest is
either custom license, unclaimed copyright or non-copyrightable.
IMO multiboot specification should be FDL with cover text "Multiboot
specification"
example kernel should be under permissive license.
configure.ac in GRUB2 could be moved to GPLv3+ instead of permissive
license (now both GRUBs have this file under all-permissive license)
(in multiboot module if we put it under GPLv3+, license will be bigger
than covered file)
autogen.sh is small
AUTHORS, ChangeLog and NEWS (whatever remains of these files) are
probably uncopyrightable
INSTALL and README will be smaller once GRUB-specific parts are
ditched. I would put them under FDL for uniformity
