As I have described in the thread "set prefix on PPC", this is not correct. We are not constrained by ybin's behavior. We can create whatever partitioning layout we see fit, as long as firmware and OS can support it.
There is no hard requirement to have a separate /boot/grub, but I think the arguments I've raised point us in that direction.
