an nroff-workalike written in awk, might offer some

There's also a C version of awf that used to be the
default formatter on Minix.
While not the same ancestry ...
Alan Holub wrote 'nr/tr' as an 'nroff/troff' replacement. It was well
documented in several articles Dr Dobbs Journal, then consolidated in
book which I think is
C Chest and other C treasures (M+T books 1987)
But I could be wrong on the book.
