This is not completely correct.  In the horizontal direction, `|'
specifies the distance from the current *input* line position (+
indentation + page offset).

Example:


\h'5n'test
.br
abc\c
\h'5n'test
.br


gives


     test
abc     test


For vertical motions, `|' indeed specifies an absolute location.
