    man pages: Remove bug-groff filing instructions.
    
        * contrib/chem/chem.1.man:
        * contrib/groffer/groffer.1.man:
        * contrib/mom/groff_mom.7.man:
        * man/groff.7.man:
        * tmac/groff_www.7.man:
        Remove entire BUGS section, which had no other content.
    
        * contrib/gdiffmk/gdiffmk.1.man:
        * src/roff/groff/groff.1.man:
        Remove instructions to report bugs by sending email to the
        bug-groff mailing list.
    
        * tmac/groff_mdoc.7.man:
        Redirect plea for information about how mysterious macros work
        from bug-groff to the main groff discussion list.
