I did both of the above.  However, it turns out that the version of the python-dev package on my (Ubuntu 18.04) system is 2.7.15, whereas my Python is 3.6.5 (!!).  There isn't any python-dev package on my system for Python 3.anything.


Sounds like you have installed python3, not python. My python is 2.7.15rc1. If you want to continue to use python3, uninstall the python-dev package(s) and install python3-dev instead.

"apt search <package>" is your friend. Sometimes I go to https://packages.ubuntu.com/bionic/allpackages to figure out what wierd name they've given to a package.
