Ouch.  Can you confirm you installed the python-dev and the:
"apt-get build-dep gpsd"

Can you try making an emtpy file called "/usr/share/dpkg/no-link.specs"?

Can you send the output of "dpkg-buildflags --dump"?

Let's hope an Ubuntu person jumps in here...  I'm not an Ubuntu person.
