Why the -N?  That is mostly for debug.  gpsd is usually daemonized.

Why /dev/ublox?  I assume that is just a link to /dev/ttyUSB0?

If you are doing hotplugging often better to use the -F option.  That
lets udevd handle the hot plug events.  Hot plugging hhard coded pors
is not really supported by gpsd.

Yeah, as expected.  The USB driver brings out PPS, but the EVK-7 does
not bring out PPS.

Yes, if available, very similar to the SHM connection.  

PPS over USB only good to around 1 micro second.

I think you'll still need ito add a PPS wire on the EVK-8 to get it to the
USB.  Other 8 boards have it wired up already, for a lot less cash.

Once again, SOCK or SHM, pretty much the same results.  If one works for
you no reason to change.
