Try running gpsd in the foreground with logging on:
        gpsd -nND 3 /dev/ttyACM0

You'll probably see that gpsd detects the device as a u-blox and
send some config to the GPS.

Check out ubx_cfg_prt() in driver_ubx.c

To prevent this reconfiguration, start gpsd with -b.

Both are correct, at the time they are run.
