Ugh, going backwards.

How hard did you look?  Do you have any /dev/pps* ? How is your kernel
configured?  Where/how does you PPS enter your system?

One other thing that is a common problem.  Do you know the voltage on your
PPS pin is compatible with your pps input?  I'd like to see your PPS
output at almost swing zero to five volts.

If ppscheck can not see the PPS, the gpsd can not see the PPS, so
you know ntpshmmon will see no PPS output from gpsd.

Get ppscheck running first.

Just a different name.  They do the same thing.  Whichever works for you.
