Ah, I did not realize you had a build problem.

I'm using a Pi B, a Pi2 and a Pi3. Consider getting rid of you A+, for
$35 life is sweeter on the Pi3.

Well, there's your problem. Eric struggled mightly with the instability
in Jessie. He'd patch something, a Jessie update would break it, rinse,
repeat. Even now it is a fast moving target. On reason I gave up on
Debian (yet again), and put Gentoo on all my Pi's. Easy, except for the
Pi B being so low.

If that persists after you update Jessie, then you need to send NTPsec
a bug report. They are being very responsive. gpsd does not handle
ntpd issues, we just work with what they send us.
