[gpsd-dev] Preventing CAN packet loss

Fix pushed.  We now pretend a CAN device is a pty, shortstopping the
delay logic.

I was going to invent a new source type for this, until I noticed that
the device-open code already pretended that the CAN device was a
high-speed tty with parity set to N.

What was the motivation for this? I'd like to document it.
