Heads up, Gary Miller and others interested in NTP service!

In my recent commit with summary line "Refactor the way NTP shared
memory segments are addressed." I have dome what it says on the tin.

The goal (not yet achieved) is to remove the NTPSHMSEGS limit so that
any number of devices GPSD supports can be NTP sources.  This
responds to a problem report by Sandor Repas in September.

Please check that I haven't busted NTP segment allocation (that is,
time reporting still works).  Then, with segment allocation better
confined to ntpshm.c, we can discuss changing the allocation logic so
the limit is removed.

Hoplophobia (n.): The irrational fear of weapons, correctly described by 
Freud as "a sign of emotional and sexual immaturity".  Hoplophobia, like
homophobia, is a displacement symptom; hoplophobes fear their own
"forbidden" feelings and urges to commit violence.  This would be
harmless, except that they project these feelings onto others.  The
sequelae of this neurosis include irrational and dangerous behaviors
such as passing "gun-control" laws and trashing the Constitution.
